De organisatie werd per afgehandelde casus betaald en was weliswaar bezig om door automatisering en herhuisvesting de effici\u00ebntie te vergroten, maar dat kostte nog enkele jaren. Dankzij mijn scenariotool kon de uitvoeringsorganisatie degelijk onderbouwde prognoses laten zien aan het departement.
